UCR Registration: What It Is, Who Needs It, and What It Costs

Every year, motor carriers across the country forget about UCR until they get pulled over and hit with fines. It's one of those "boring but essential" filings that's easy to overlook — and expensive when you do.

What Is UCR?

The Unified Carrier Registration (UCR) program replaced the old Single State Registration System. It's an annual registration and fee program for motor carriers, brokers, freight forwarders, and leasing companies operating in interstate or international commerce.

Think of it as your annual "permission slip" to operate across state lines. Without it, you're technically operating illegally.

Who Must Register?

  • Motor carriers (both for-hire and private) operating in interstate commerce
  • Freight brokers
  • Freight forwarders
  • Leasing companies

If you only operate within a single state (purely intrastate), you're exempt. But the moment you cross a state line with a loaded truck, you need UCR.

2026 Fee Schedule

Fees are based on your fleet size (number of qualifying vehicles):

  • 0-2 vehicles: ~$176
  • 3-5 vehicles: ~$344
  • 6-20 vehicles: ~$594
  • 21-100 vehicles: ~$1,420
  • 101-1,000 vehicles: ~$6,810
  • 1,001+ vehicles: ~$68,065

Brokers and freight forwarders pay the 0-2 bracket rate regardless of size.

Deadlines and Penalties

UCR registration is due by December 31 of the preceding year for the next registration year. Late registration doesn't incur a federal penalty per se, but individual states can and do enforce UCR compliance during roadside inspections.

Getting caught without current UCR? Fines vary by state, but they're typically $300-$500 per occurrence. Some states won't let you leave the scale until you register on the spot.

How to Register

Register online at ucr.gov. The process takes about 10 minutes. You'll need your USDOT number, number of vehicles, and a credit card. That's it. No complicated forms, no waiting period.

Set a recurring calendar reminder for October or November each year and knock it out. It's one of the simplest filings you'll do — if you remember to do it.
